Together with our joint venture partners, we serve as a trusted end-to-end construction partner to design, build, and deliver high-speed rail.

We aligned with Kiewit and Herzog to form joint ventures, Kiewit Stacy Witbeck Herzog (KSWH) and Stacy Witbeck Herzog (SWH), based on each client's needs and their region's demands.

What We Do

We bring deep technical expertise across the full scope of high-speed rail construction, including mass excavation and earthwork, public utility coordination, trackwork, signaling solutions and integration, and logistics coordination required for high-speed rail systems.

That expertise runs deep in the systems side of our work. Our subsidiary, Modern Railway Systems (MRS), has delivered FRA-regulated Positive Train Control (PTC) projects and other first-of-their-kind technologies, giving our engineering, construction, and integration professionals a deep understanding of the complex systems high-speed rail requires.

How We Do It

Our approach is built on collaboration, partnering with clients, strategic experts, and trusted U.S. material suppliers to deliver quality results.

Decades of delivering some of the most complex high-speed rail and transit systems in the country have taught us how to solve problems, collaborating with agency partners every step of the way.

Why We Do It

Together, we're committed to changing how Americans travel and connect nationwide, reaching cities too far to drive to but too close to fly, by:

  • Alleviating congested travel
  • Promoting economic growth
  • Transforming urban landscapes

It's how we're investing in a more sustainable future for American transit.

Building the country's rail infrastructure is what we do. We’re ready.

Brightline Florida

"HSR had their crews set up for success with all the right people, tools, equipment and materials to execute the work plan and the planned hour by hour micro-schedule developed for the outage. Impressive work from the start at the job briefing through the punch list and re-opening to traffic. Another successful job well done.”
