Valley Metro Job Order Contracting (JOC)

This is a task order–based contract in which Stacy Witbeck supports Valley Metro by providing a wide range of construction services across its 60-mile, high-capacity transit system. Services include: 

• Project document control  
• Budget and cost management  
• Scheduling.  
• Estimating  
• Self-perform construction  
• Subcontractor management 
• Collaborative project oversight. 

Need 

The contract provides Valley Metro the resources it needs to safely and reliably maintain its extensive transit network. Task orders are primarily maintenance-based and include work such as follows: 

• Structural concrete repairs to station platforms 
• Station platform modifications.  
• Bridge maintenance and lighting, 
• Emergency repairs. 
• Enhancements to bus and rail operations and maintenance facilities. 
• Utility work.

Featured Task 

Our JOC team received outstanding community and client feedback for their work on restoring the art lighting on the Tempe Town Lake Light Rail bridge. The existing system had been out of service for many years, and previous JOC contracts were unable to find an acceptable replacement to meet their needs. 

The team put together pricing using a local electrical contractor and our legacy knowledge of the Velley Metro system that was able to fit within the client's budget and needs. After a procurement period, the team executed on smart planning and was able to finish the job ahead of schedule.
